They can't unfortunately. I know the big companies will sometimes give you a credit to cover some or all of cost of previous provider, but PM is a no frills tier 3 carrier and that just isn't a thing

@Marilync08 , are you saying that you need to have your account turned to active status so that you can transfer out your number?

Sorry, but PM does not do that.
You have to have both accounts active if you want to port your phone to PM or just close other account and open one at PM with brand new number.
