Can I receive International Calls If Im overseas

I went on a trip in May to Japan and phone was unuseable when I landed even in the US (realized I didn't have the right addons).  I'm heading to Dubai in a few weeks and wondering if I can make or receive calls while I'm over there?  Unsure if I need to get a new number or paid dataplan from that country or if I can purchase an addon to make this work.

PM only has service whilst in Canada or USA with an add-on purchased separately.  If you'll have wifi, consider downloading the free voip app like TextNow. You'll be able to send/rec free calls and texts using your wifi or local data.

Public Mobile only works in Canada and the US (If you have a Can-US plan or roaming add on).

You will need a travel sim or eSIM from a different provider if you intend on having service while you are traveling.
