I used giffgaff, who mailed me a free SIM card to Canada.(!) I was able to set up an account before travel, so I had service when I walked off the plane. It was 5 Pounds, maybe $8, for data, unlimited calls, and EU roaming. (It's a UK company). They may have eSIM's now.
