I have bought US add-on for unlimited text and calling with 40GB of data and I cannot make any calls or nobody can call me.

That might indicate that your phone has not been enabled for volte. So only T-Mobile on their old 2G GSM will work. Volte should work on AT&T. If your phone has 5G and is set to 5G then try 4G LTE when on AT&T. That way if the phone wants to switch to AT&T then it can be used. But it still needs volte.

I am in South Lake Tahoe and the service is from AT&T. I am able to text to Canada and receive any text messages here and from Canada. I cannot make or receive calls only.

Yes, it was working in Canada and first day in San Francisco but now when I dial a number it the call ends right away.

Indeed, Public Mobile has not made it seamless for users to either roam in the US or use its combined Can/US plans.
They should be making it clearer for users with non-VoLTE eligible devices that calling may be an issue depending on their devices capabilities and local tower availability.
If you cannot get it to function after following the above suggestions, politely ask Public Mobile for a refund on a reasonable portion of the cost.

what make is the phone you're using ? For use in US, is best to have a phone that has volte turned on by PM. Without that, you're stick with dinosaur calling on 2G....and only T-Mobile will work as long as you're near cell tower.

Critical part to US roaming depends on T-Mobile/AT&T coverage and whether you can connect successfully onto either network.
If the phone is not connecting to T-Mobile/AT&T, change the Network Connection from Automatic to Manual and select and test both T-Mobile and AT&T and see which one you can connect.
If your issue is with voice and text, make sure VoLTE is enabled on the device setting. And if it does not work, try to change the Network to T-Mobile ONLY, and change Preferred Network Type or Network Mode to 2G and see if the calls go through.
Also, you can download VoIP app TextNow as a workaround to make calls and text if you have Wifi or if your roaming has data component and data is working

Are you connecting to T-Mobile or AT&T? If one doesn’t work manually connect to the other. Reboot between settings changes.
If your phone doesn’t have support for VoLTE you’ll have to connect to T-Mobile and choose 2G for your Voice and Data setting.

You need to manually connect to T-Mobile or AT&T network on your cellular roaming settings.
You can also use Whatsapp or TextNow app to make free calling and texting through wifi.
