I have switched my parents phones to public but their calls go directly to voicemail.

You have received some helpful advice in this thread, so hopefully that means your parents accounts are working and all services are up and running, including incoming calls.
Note:
Cell porting can take 2-3 hours to complete.
Landline/voip ports can take 3+ days to complete.
Incoming calls are typically the last to port over. Ensure they do not cancel their previous provider's services/account (or the port may fail).

Could be Any other reason(s) (just to create good, thorough check list)?

If you recently activated, is it possible you may not have responded Yes to the Port Arthorization request, if you transferred from another provider?
Otherwise, try these fixes:

Check your parent's phone if it is set to accept calls only from people in contacts.
Check if 'no disturb' is set on.
What phone do they have?

@K13thompson you are requesting porting of the phone number? Sound like porting is not completed
have you got a text from the old provider yet? you replied within 90 mins?
if you missed that, no worry, I will message you a phone number to your Community inbox, envelope icon on the top right. Call that number , talk to live support and they can retrigger that process
