Even when I have not turned on my data (I use it very rarely), it seems that my data gets used up somehow?
It's been like that since I first started with Public (+1 year ago). I probably wouldn't have noticed except that I will randomly get text messages saying that I've used 95% of my data, etc, when I haven't had data on.
Any thoughts, suggestions? Thanks.

@meghandc - other members have reported receiving errand texts about data usage limits from Public Mobile. Perhaps you are experiencing this?

Also, make sure your phone is not set up to send you data limit reminders. Unless you want to set this every time your plan resets as plans here are 30 days (not monthly, as you phone likely tracks).
Check your data settings and data limit notifications to confirm what is set up on your device.
Install an app to track your ‘live’ usage so you can keep track. Public Mobile are 30 day plans.

I use this one myself and it gives me what I need from it.

One thing, any chance you have enabled Wifi Assist or Adaptive Wifi? Those are feature to use Mobile Data when Wifi signal is not strong enough
Also, did you check the Usage log on My Account , look for Web traffic and see if the usage makes sense
And, are you using Android or iOS?
if you are on Android, you can easily trace your usage on your device by checking the Mobile Data usage screen, just change the cycle start date to match PM's
Or you can use some apps to help:

PM does use a little bit of your data on a daily basis as a buffer but it gets reset every day. If you use MMS, data has to be on and during that brief time some other app might sneak into internet. Plus if you keep data on all the time, some apps will use it in the background.
See example of mine. I did not have data on at all on these days:
