I can't make any outgoing calls with my add-on while travelling in US. The Chatbot is useless. How do I get in touch with an actual human for a refund? I've paid $30 for a plan that isn't working.

With your voice issue,, make sure VoLTE is enabled on the device setting and change network mode to 4G. Try both T-MOBILE and At&T. And if it does not work, try to change the Network to T-Mobile ONLY, and change Preferred Network Type or Network Mode to 2G and see if the calls go through.
Also, you can download VoIP app TextNow as a workaround to make calls and text if you have Wifi or if your roaming has data component and data is working

@Laina Is data and text working? Ensure that Data Roaming is turned ON on the actual phone, in your network settings. Also ensure your Preferred Network is set to 4G/LTE, not 5G. Then make sure you're connected to either T-Mobile or AT&T.
What phone are you using? The US shut down their 3G networks, so you need a VoLTE compatible device to make calls in the US.
