So you may or may not be able to send/recieve texts but you are connected to public mobile by being connected to 611 so that at least is good news. This is pointing more and more towards sim reprovisioning or possibly the need for a new sim card.

Have you opened a support ticket yet? The moderators may need to reset your account or reprovision your sim card. You can always toggle airplane mode on/off to reconnect to the network it could just be a bad connection.
@Alaajaleh : Did you figure anything out with the problem you described above? You should follow up on this thread you created to let everyone here know.
Is your phone set to 3G only or 3G/2G? Calls are on the 3G network only. If you were facetiming on 3G mobile data and a call came in it would faill as the 3G network / your phone can only complete one action at a time....either use data or calling not both.
Are you on Wi-Fi or mobile data? If you're on Wi-Fi, this isn't a Public Mobile issue. Is the other person able to make and receive Facetime calls without problems?
