If you're in Canada, you can receive calls from anywhere (including USA) with any Public Mobile plan. If somebody else in USA is unable to call you then it's a limitation or problem with their plan, not yours. If you have a Canada+US Talk plan then you can dial to USA, if you have a Canada-wide Talk plan then you need a US Long-Distance Minutes add-on to dial to USA.
If you're in USA, you will not get any phone service unless you have a Canada+US Talk plan or a US Roaming add-on.
If you have service, you can access your account by dialing 611 or *611. If you do not have service, you can login to Self-Serve from any device connected to the internet, even a free WiFi hotspot at a fast food place.

What model phone do you have? Is it VoLTE compatible with Public mobile? What about text and data?

have you purchased one of the 15 Day US Roaming add-ons with talk or do you have a current US & Canada plan ? Without either, you won't be able to call Canada from US.

@DKemp Do you have CAN/US plan or US roaming add on ? If yes to either make sure the phone is set to 4G/LTE and connect to T mobile or AT&T . If you still have issues with voice try phone on 2G and connect to T mobile
