I would like to change my plan to this one but there is no option for me to change this plan even in app and website.

Just to confirm. I just upgraded from the $34, 50 Gig Canada, USA to the $35, 75 Gig Canada, USA and Mexico which starts the next billing cycle. Service has been excellent both in Canada and the USA.

you want to get the $35 roaming plan? You don't see it now but there is a workaround to unlock it if you see the $30 plan there on your My Account
You can first pick $30 plan and do a Change Now plan change , which of course you need to pay now and the remaining days on your current cycle will be wasted. With this, you might be able to unlock the $35 roaming plan, and you can then schedule a plan change on the following renewal day

if you currently have a plan of higher cost than the plan you want...you won't be permitted to downgrade. We can only upgrade plans now.

PM stopped allowing plan downgrades, only to upgrade or step down to a different plan (example plan that not includes US/MEX).
Means if you have plan for $45, you will not see $35 plan under your account (web or mobile app) - I believe this is your case.
Some people suggested to check the "My Account" and then if you see some lower price plan , like $30 , then choose it and select "Change Now".
This option will bill you credit card right away, and you will not receive any refund for left overs from previous plan.
Also keep in mind that the plan change may remove all your existing benefits/minutes/addons.
After choosing the lower price plan ($30) and paying for it, you should see the higher plan under your account (like $35 for 75 GB CNA/US/MEX).
You can choose the new $35 plan and choose "Change on Renewal", you will be billed on your next billing date and you plan will be upgraded to $35 for 75GB CAN/US/MEX.
Keep in mind that until next billing cycle you will be with existing $30 plan that you have choose through "Change Now".
The described method was suggested by some people on this community who successfully downgraded and upgraded, but the method was never confirmed by the Customer Service, hence on your own risk.
