I switched to a new subscribed plan a few months ago, I did not a new SIM card nor did I purchase an top up. However, I just noticed that I was charged an extra $11.30 on my credit card for an automatic top up. Can I get reimbursed for this amount?

yes, because when you sign up , there was a term saying it will use the card to setup autopay
And sorry, PM is prepaid and no reimbursement
You need to login to My Account, Payment, Manage Subscription and disable Subscribed to disable the autopay

That means that you were charged for your plan. Top up means that an amount was taken from your account to pay for the plan but saving weren't enough so it took the remainder from your credit card.
(Ex: my plan is $50 and I have $20 in savings it will automatically top up the remaining $30).
OR
It could be a Add-on you purchased if you haven’t purchased any add-ons and your plan hasn’t renewed then submit a ticket to a Public Mobile CS agent.
