I'm trying to switch my plan to the new 15GB/$40, my CC was changed the $42 and displays $40 available in account. When I try to complete my purchase to finish account change it fails. Is this still related to the website issues today that now seem to 'be resolved'?

I would say it's related to the outage. Wait an hour and login using secret/incognito mode and try again.

My account still states the old quarterly plan with $40 sitting in my account.

@amlesser did you try to click "change plan now" or "change on renewal date"?
if you clicked "change plan now", PM would charge you the new plan amount and start the new plan immediately
Try to login with Incognito mode again, check the Plan details to see if you have the plan you have now. Also check Payment History and see if PM charged the $40 and how it was used. Post us screenshot if you need us to confirm
