When I call my home phone (Bell Aliant) from my mobile phone (Public Mobile) the answering phone rings the required number of rings and then hangs up instead of droping to voice mail. Other users including Bell Aliant support and Telus users do not have this problem . It seems to be only on my phone.

it sounds to me a problem with the home phone then Public Mobile
But can you test your sim card in another phone ? put it in another phone and call home and check if same. And test calling home from different location
if you want, ask PM agent to refresh your account, but I honestly don't think it is a problem on PM side
