first, buying addon is a 2 steps process
1. load fund
2. actual buying the addon
Many people not aware of step 1 and just loaded fund.
Check if your My Account's Available Fund is showing the amount you loaded earlier, if so, you didn't complete step 2 and you need to go back and buy
Try to manually connect to either T-Mobile or AT&T. Try both and see which one work. DO NOT leave it as automatic network selection. You will likely have better success to connect to T-Mobile for voice

Make sure to enable Data Roaming.
Is your $$ still in Available Funds...if so now go back and buy your add-on.
Reboot phone....manually select either AT&T or T-Mobile..whichever works best where you are.
edit; for use whilst in US, you need to select one of the 10 Day US Roaming add-ons.
