Hi, I bought an add on (1GB) but when the data with my plan ran out, the add on never kicked in, so I had to buy it again. Was wondering if someone can help me get my money back because I don't see the 2GB in my Public Mobile account but I do see 2 transactions for them on my bank account.

maybe you got the wrong add-on? maybe you got the US roaming addon?
anway, ask CS agent to check and they should be able to provide refund. please submit a ticket with CS Agent here:

I bought the first one on saturday the 17th, and when my plan expired (the 18th) the add on never kicked in so I had to buy a second one on sunday the 18th.

when did you buy the 1GB the first time? data addon has 30 days expiry now. If you bought the first 1GB over 30 days ago, it would be expired and hence didn't work
and your rebuy 1GB works? if the re-buy work, almost certain it is due to the expiration date issue
