Hello, everyone.

If I purchase a 1GB data add-on, and then I exhaust my data and proceed to use up 400MB of the add-on, does that mean that I now have 600MB to use next period or anyone in the future?

yes unused it will remain until completley used up.

plan data is always used before addon data.  so you could have that data for 1 month or 1 year etc..
