I opened a new account for my mom since she's been locked out of her previous one (she's been abroad since April). I set up a new account for her hoping to transfer her phone number over so she wouldn't lose it. That didn't work since her phone is unable to activate the account. So now I want to cancel the subscription, but am not sure how to without activating the account first.

If she had an account but account get suspended and then closed due to no pay, she cannot get same phone number anymore.
To 'cancel' her account she has to turn off Subscription and her account will be deleted after 90 days of no pay.
