I'm able to successfully call locally and long distance...but when I dial a number that is not in service, I get the 8B1 message also rather than "this call cannot be completed as dialed.". Make sure the number you're calling is active.

so, only outbound calls have problem? you cannot call any number at all?
but inbound calls and text and data work?
Try Reboot phone and try Reset network Settings first

Try reboot the phone and try Reset network settings. If you can, try the sim on another phone
or you can ask PM to reprovision the account
Simply open ticket with PM using the Orange Chatbot icon on the lower right. (For 2FA code when login, use email to receive code instead of SMS if you cannot receive the text on the phone.) When open Chatbot ticket, Type the question Submit ticket and select Contact Us to get to ticket open screen
