Is there a plan for existing customers that mirrors this deal, or do I have to cancel first, and than become a new member? I understand that companies want to entice new customers, but what about making it also available to loyal customers?

I just completed upgrade to this plan by contacting customer service agent through community as noted above. It was no issue just needed to verify my account details ensure it was an upgrade and complete immediately waiving any remaining time on my current plan..no prorated refunds. Which is fine since new plan is better for me. No need to leave and comeback. Rewards are transferred as well.
Keep an eye on notifications in community for responses.

@Highflyer104 Bear in mind that if you cancel and then come back as a new member you will lose your current phone number unless you port it out somewhere else and then back to PM again. You will also lose any rewards/points.

that plan is advertised for new customers only. Keep watching the menu as PM is frequently changing/updating./improving the plan menus.
