yes, Samsung hides the 3G choice on their newer models like yours . It is hidden but it has nothing to do with there is 3G network around you or not. It is just an OS settings regardless of the choice of network around you (ie, not because of the Manitoba issue, you won't see this choice even you are in BC or Ontario)
But the phone will still fallback to 3G if needed
And since yours is a S24 , you have VoLTE. It likely won't use 3G at all unless 4G or 5G networks are absolutely terrible or non existing , like you are in rural area

You mentioned about it seeing 3G in your phone settings, What phone do you use?
Some phones hide that , like iPhone

Guess it depends on your location. I know here in Manitoba it's supposed to be gone at the end of the year.
I know you probably have read this link but eh... sharing it anyway.

Correction. Rural areas outside of Winnipeg and Brandon will go down December 31st 2025. Winnipeg and Brandon March 31st 2025.

The network is still around, in some places not for much longer. In all places maybe only a year or 2 left.
I'm guessing you mean you don't see a setting for it in your phone?
