I've been using an LG K9 phone and USA roaming talk and text has worked in WA, OR, and HI. Now I bought an LG Tribute Empire phone which is almost identical and also runs Android 8.1.0, same as the K9. It often gives the message "Please wait while we activate your device for network service. This may take several minutes. At first this message was up for several minutes before it gives the message "Activation incomplete. Please contact your service provider to configure your device for service." After I press CONTINUE, it works. After about 2 days of being frustrated with this message almost every time I turn on the phone or press the button on the back to light up the screen, this message would still come up, but only last for 10 seconds. Now that I returned from a brief trip to USA, the message comes up for several minutes, which is a severe inconvenience. Contrary to the 2nd message, the phone does work. In Canada.
On two recent trips to USA, the phone would not work for voice. Yes, we did buy USA Roaming. It would not receive or initiate voice calls. However text messages did work, sending and receiving. The first trip was driving between Vancouver BC and Kirkland, WA which is near Seattle. There are many cellphone towers in this area with all carriers. At first when using the K9, I would have to go to select a network operator and choose T-Mobile before it would work. Or sometimes it would just start working but not for at least a half hour of having been in USA. But this Tribute Empire phone doesn't give me a way to scan network operators and choose one, even though it runs the same OS as the K9. It also doesn't give me a choice of manual or automatic selection of network operators. When I press the Network Operator setting after "Mobile Networks" it just displays 0.0.0.0. The K9 lets me choose the mode and the operator after it spends almost a minute "searching" for operators.
The second trip to USA was Point Roberts which has a Verizon tower. It was there for several hours. It could send and receive text messages but not receive or place voice calls, unless I was in a part of Point Roberts that was in the coverage area of Public Mobile - then it would declare Public Mobile as the carrier and work.
I tried to submit a ticket to Public Mobile, but Public Mobile makes it severely difficult to do this. After a search I found a way to submit a ticket, but it did not ask me anything about the problem and didn't let me enter a description of the problem. So it appears that Public Mobile's MO is to try to get its paying customers to answer other paying customers' questions and only when that fails will a Public Mobile employ possibly respond...or not...I don't know yet.
So, can someone here give me a clue about what Public Mobile has to do to make this phone fully work on its network and while roaming in USA? Or if it's a phone failure, is it a individually defective phone, or is it some unchangeable property of the LG Tribute Empire that renders it incompatible with Public Mobile? Thanks!

I believe the app is required for service from Helium. It's always an option in future when you do upgrade your phone. For now when visiting the US use a voip like Textnow or Fongo for voice calls that will use wifi or mobile data. You can use your unconditional call forwarding to redirect your Public Mobile incoming calls to your voip phone # (choose a Canadian phone #).

your phone was using 3G for voice, not VoLTE. Your phone is not on PM's VoLTE whitelist
Given that the phone was out since 2018, and no more software and security support, I think it is time for a new phone.

LG K9 gives the 4G icon. LG Tribute Empire does not show any icon during the call. Under Mobile Networks, there's an item called 4G settings. When I tap it, there is Network Operator and IP address. Nothing happens when I tap either of these. Network Mode was Automatic. I changed it to LTE/CDMA. It also offers CDMA and GSM/UMTS. I tried the call again. This time the call did not go through. I changed it to GSM/UMTS. This time the call went through. Still no icon. I changed it back to Automatic. Under "About Phone" and "Network", the phone says Mobile network type is LTE. Does any of this provide a clue?

A phone can have a VoLTE setting but not be enabled for/by any specific carrier. I found that out the hard way with a phone on another carrier. The way to find out is, while in Canada, turn off wifi, turn on cellular data, make a phone call. Does the phone stay on LTE or drop to 3G? If it drops, it does not have VoLTE on this carrier. While there is still some T-Mobile 2G in the USA to fall back on, it is being shut down and disappearing so can't be relied upon to continue there.

Thanks for mentioning Helium; I didn't know about it. It looks like it might be a good option for Canadians visiting USA, which of course is getting a little rarer these days. I found a note on Helium's website saying that the Helium app does not run on Android versions below 11, but it does not say whether the app is required to have service from Helium.
I actually find PM's USA voice and text roaming to be sufficient for my needs. I can pay for it with my Reward points. The coverage and performance is spotty, but it's good enough.

I was not aware that LG will soon stop providing updates; thanks for mentioning that. I did accept several updates on the LG Tribute Empire phone; the latest one is "Android security patch level" Nov 1 2020. When asked, the phone tells me that it already has the latest update. The LG K9 phone, however, does not have all the latest updates.

Thanks to all who mentioned that this might be or is an outdated phone. Both the LG K9 and the LG Tribute Empire support 3G and 4G LTE. The phone does have an option to use VoLTE and it is enabled.

@HF11111 To be sure to work in the USA the phone needs to be on Public Mobile's VoLTE approved list (or a newer version of a phone on the list because unfortunately they don't update it). As already noted, you may have been connecting to T-Mobile's 2G network before but it too is in the process of being shut down, like 3G was in 2022. Canada still has 3G at present as long as you have the right bands in the phone, so a phone that doesn't work in the USA may still work in Canada for the next while. PM's VoLTE list is here

I'm amazed you were getting voice service in the US with the K9 let alone the Prime Tribute unless you were connected to T-Mobile's 2G network that has recently been shut down?
Public Mobile's VOLTE whitelist is limited to much newer and mostly expensive flagship phones and LG phones are definitely not on that list. While it's entirely possible that they may be provisioned for VOLTE with Koodo or Telus it looks like much like my Pixel 3 they will only be able to use voice services on the 3G network. Even that has increasingly become dicey here in Canada as Telus repurposes the 850mhz band that has left some Public Mobile customers in certain areas with little or no voice services unless they upgrade their device.
Your other option for voice service on your LG phone(s) while roaming in the US would be using a Voip app like Textnow or Fongo that will use mobile data (or wifi) for voice calls.
Or you can get an e-sim or sim card (if your device in dual sim or you replace your Public Mobile sim card while roaming) from a US provider. Helium mobile has a free calling and texting plan with a Buy-by-the-Gig-Data that may work for you.

Is your phone trying to connect to a 3G network? Does it support VoLTE? (Voice over LTE)
Most American carriers shut down their older 3G networks, while some towers are still active in Canada.
