Im travelling to the Caribbean soon, I’m just checking is roaming only offered for the US?

I’ve been trying to change my subscription plan, and I noticed it only gives me options that are more expensive than my current plan. Any idea how I can see the options for lower prices?

My plan is $35 I wanted to change it to $20 but I understand the policy now. I notice this company is very strict with these policies
