I found this list of providers on Apple website where you can see whether or not they have RCS. Freedom Mobile has it, Chatr has it… but Public Mobile is not on the list at all. https://support.apple.com/en-us/109526

I talked to some guy named Dereck, if I remember his name correctly. He said that they cannot do anything on their end when it comes to the $34/50Gb Canada-US plan. You think he lied? What would be the best strategy in this case? Thanks
