iPhone XR. Paying for 5G, phone keeps showing LTE on Home Screen. Can I change that to get better service or does it change automatically?

trying to change my credit card info.  Just a new credit card number.   I enter my info and get a message that pm can’t do it now try later.   Tried 3 times last night and today.   Is it just b/c server is busy with Black Friday deals???

First time using add on for text talk and data in US.  should I pay for it the day prior?   Is it simply add the add on and it works if I cross boarder in couple of hours?
