How can i make an international call using my current plan ($30 for 30 days) i've pluchased 300 intl mins for $15 but still getting a recording that voice in not included in my plan

yes it was working beforei tried different apps, no internet accessi have a monthly plan. i'm able rto receive and make callsits an iphone 7plus
