But would this mean people need to have created a community account first? what wou;d happen if someone is not logged in or doesn't have an account?
You need an account to send a message via Contact Us anyway. But you are correct that this would not work when an activation failed but funds were taken.
Whoops just notice you can bypass the account credetials page landing here: https://publicmobile.ca/en/on/get-help/contact-form When clicking Send it could go as a private message to the moderators.
