Select the option to have the code sent by voice. Assuming that someone doesn't answer that phone call, the call will go to voicemail. Check your voicemail by calling your cell phone number from a different phone. When you hear your voicemail greeting, press *. After entering your voicemail password, you can listen to your voice messages which will contain the 2FA code to finish logging into your Public Mobile account.
