note - i am going overseas on Monday & still want to receive my sms/otp with collecting call charges

Whatsapp is a good app but it is not for texting.  Whatsapp cannot be used to send and receive SMS 

Whatsapp is a messaging app for people who has the same app, but you cannot send sms text for people who do not use Whatsapp, and you cannot receive any SMS text, not just 2FA, when people send you SMS text

Not possible.  

Unfortunately, Public mobile does not offer international roaming (except for USA and Mexico).  Your PM account will not work overseas.
