I can call and text out but do not receive call or texts. Called previous carrier. they say when you have the number it automatically shuts them down . I have the app on my phone and everything seems to be working > would like to keep my old number but maybe a new number is the best solution

wait 2 hours, reboot the phone with the old carrier and you should see it no signal. It means your old carrier's account is closed.
Then you can remove the old sim , or disable it if old one is eSIM. Insert PM sim into the phone, enable it and set it with label Primary. Last, reboot phone and reset network settings and test both inbound and outbound calls and data

I think I have this now. Thanks to all. got through activation and said yes to previous phone carrier. responded yes to their request for confirmation. waiting to put my sim card in. do I wait for response from public or do I put the public sim card now?

you need to ask PM to help to update the sim card then.

I have done that but i dont receive the six number to enter because i dont receive texts

Activate it first by downloading the PM app then complete to step 6.
Once that is done, turn off the phone and install the SIM and turn the phone back on.

you don't just place the new sim card in the phone, you need to login PM app or My Account to enter the sim card number. Have you done that yet?
