Does it not "just work" when you remove your nano SIM card from the iPhone 7 and insert it into the iPad Pro with default settings?  Make sure Cellular Data is turned on (Settings --> Cellular Data --> Cellular Data "enabled").  Note that your iPad will not function as a phone and you will not be able to send/receive SMS, regardless of what plan you have.

For me, it just works (in my case, pulling the nano SIM from my iPhone SE and inserting it into my iPad air).  No further configuration necessary.  Oddly, the Carrier profile shows as TELUS 35.0, but APN is still properly configured (Settings --> Cellular --> APN Settings --> APN = sp.mb.com)

I would also recommend downloading System Status hw monitor Lite (free app) which can be used to confirm that you've been assigned an IP address from the cellular network (launch app and scroll down to see your cellular data connection status under CELL INFORMATION).

If you're having difficulties, please provide a description of symptoms, error messages, test carried out, etc. so we can further troubleshoot with you.  Also, you may find that just enabling a Personal Hotspot off your phone and connecting your iPad to it via WiFi is adequate, and you don't really need the cellular capabilities of your iPad...

Did you insert the sim into the ipad?

Unless you are going to set up a wifi hotspot / tethering from your iphone, and use your ipad to connect using wireless / tethering (or another wifi source), you are going to need to insert a sim card into the ipad.

If you moved your sim card from your iphone, or purchase a 2nd seperate account with its own sim, and its own data plan, you may need to configure the APN on the IPAD
