SIM card was installed yesterday. But not working properly as it says newtwork is not connected.

Could it be that the sim reader in the phone is defective or there is a problem with the sim card?
Was the phone ever dropped or exposed to liquids?
I have had the regular s4 (not mini) and Note 2 where both phones suffered a failure of the sim card reader. I replaced the reader with a cheap replacement from eBay and everything was fine after replacement.

A few steps I would suggests:
- Run software update to ensure your Android software is up to date
- Perform a factory reset
- Ensure the APN under Settings -> Network -> Mobile Network is correct
How good the reception is in your area? One bar or full signal?

It is Samsung galaxy mini S4. The previous provider to this phone was Rogers and it has been unlocked now and after putting the SIM card, I tried it last night to call a few numbers and it worked all right but this morning hasn't been good and it is still the same, the sign for data connection comes and goes every second.

Did you activate online or in store?
If online, login your account. What is your account status? Active or suspended?
If in store activation, your need working phone to create online account.
Did you ported your number to PM or get a new number from PM.

@deb1 what is your brand and model of phone? Is it unlocked? [Locked to Telus or Koodo is fine.]
