Did you pay for long distance as part of your 30/90 day plan, or did you purchase a long distance add-on? If the latter, login to your account and see whether you have any time left.

You can use hangout dialer for now for outgoing calls just make sure you verify your phone number with it in settings otherwise you show up as private number.

You could be encountering one of PM's known glitches where that message comes up even when the number is covered in your plan. Sometimes if you try adding +1 in front of the number, it'll dial through. If that works, you can edit your list of contacts to change the number to include that.
If that doesn't work, you'll probably need to get a moderator's help to fix that. How to contact them:
