The calling features you highlighted in yellow are basic features that should be in all plans. So yes, the $35 Boxing Day promo does include those basic call features. Your only major difference is the 75gb data in the $35 plan compared to the 40gb in your current plan, if you really need that data upgrade.

But you are losing the "unlimited data at reduced speed", which might be, or not be, important to you. It's not to me ... 75GB of data should be plenty for me.

with Public Mobile, all plans include those basic call features: Call display, voicemail, call waiting and conference call.  So, the $35 plan has them as well
