Based on your first sentence it looks like you did reply Yes on porting request. Did you try calling Rogers and asking why number is not released?
Mind you: both accounts have to be active and in good standing - Rog and PM.

@Alex799 Rogers would have sent you a text for your approval to port and you need to reply within 90 mins. Did you do that?
