phone didn't ring when get phone call

I can only get the phone call from my contact list. My phone didn't ring at all when people's phone number other than my contact list. I was looking for a job, and I missed couple of phone calls from the industry. How can I fix it?

If it is an iPhone, disable Silence Unknown Callers in Settings>Phone>scroll down to SUC and turn off.

iPhone or Android?

it is a phone settings, you have enable the spam call control feature. 

On iPhone, it is called Silence unknow callers (Settings -> Phone screen, disable it )

On Android, it might be called Block calls from unkonwn numbers
