I am in Florida and have the canada,U.S. and mexico plan. My phone is a 2022 Motorola G power. The phone will not make outgoing calls. It shows I am connected to T-Mobile but I make a call and it immediately disconnects.

Hello @joskin
With the Motorola G, go into settings, tap on Network and Internet, then Mobile Networks. Top on the VoLTE toggle to turn on if it isn't. If it is, turn it off, then back on.
Another thing you can do is to go into your network settings, turn OFF automatic and pick T-Mobile as your provider while you're there. make sure you're data roaming is turned on. Then reboot your phone.

Motorola G power is listed on PM's VoLTE list:
https://www.publicmobile.ca/en/get-help/articles/volte
Talk should work. Maybe try a reboot of your phone. Network reset of phone (note: this will erase any saved wifi passwords).
You could also manually select AT&T network or Verizon (if available in your area).
Here is some additional troubleshooting advice:

hi @joskin
if you have a Moto G Power 2022 or after, you should be able to use VoLTE to make calls
make sure yuie phone's network mode is set to Auto
if really unable to make and receive calls , then download VoIP app TextNow and use it to make calls using the 10 digits number assigned by the app
