Hi,
I checked my account and I still have data left unused but when I turn on cellular data on my phone, I do not have internet. Is it a problem with public mobile or is it my phone?

Try reset your network setting then re-enter your wifi password.

No, I didn't receive any text that I am running out of data. I hope it's an outage. I tried setting my phone to 3G and it still does not work.

Do you use data limit setting on your phone? I know sometimes I forget that I've have one set and then I'm unable to use the internet if not on wifi.

Click on any little spinner refresh icons you see lower down to make sure you're looking at current information.
Did you get any texts saying you're running out of data?
It could be an outage in your area. Try setting your phone to 3G and see if data works.
