@pssst You cannot install iOS 10 on the 4s; 9 is the last supported version. I'm pretty sure you can edit APN settings manually on the 4s running iOS 8 whereas folks on iOS 7 cannot.

I'm worried that if I update my IOs to the latest it will make my phone obsolete. I'm on iPhone 4s.

updated the package of iphone, and can set APN.
Not sure why it worked now

My ios is 8.4.
I have switched from Telus to Rogers, and did not change anything. Do not know why I need to change so many manually.
I can only set APN.
Can you share some links here?

I am having the exact same issue. It is showing that I have used data on my account but it is still showing that the network is not available on my phone.

Not an iphone users but from what i recall the most common issues are:
Do you have the latest software installed 10.1 installed?
have you put in the proper apn settings?
Iphone users mention something about profiles or resetting profiles.
some people have mentioned a website that will set up apn for you.
there is a guide for iphone on the forum somewhere, best to search the forums for apn and iphone
