my account disabled

I didn't use PM for year and my account got disabled.

Is there way to get back that account back? or should I order new sim card to new activation?

Your account and associated phone number are permanently deleted after 90 days in suspension. You will need to order a new SIM and create a new account. 

Are you hoping to get the promo plan?

I think you will have to order a new SIM card.  Once a SIM gets deactivated, I've never seen a company reactivate it.
