@Jeff20 Best settings:
A. Settings >> Messages: iMessage ON; Send as SMS ON; MMS ON >> Send & Receive: should show phone number and Apple id email address
B. Texting should always work “if” you send to a phone number and not an email address and “if” you receive only on your phone number. So in your message settings......send/receive, only check your phone number...leave the registered email addresses unchecked.

@Jeff20 Make sure SMS is enabled in settings. Also check the iMessage send and receive settings to make sure it is set to the phone number. Mine changed to email by itself after an ios update.

@Jeff20 within iMessage on an iPhone don't you have to select "send as SMS"?

Hi @Jeff20
reboot the iPhone, update Carrier sim and try again
if same, remove the number from iMessage, reboot and the add the phone number back and test
