I recently moved my number to Public Mobile August 1st. I can’t send messages to non iPhone users. Am I needing to reset something ?
Also the new toggle now appears on my phone when I access the dial screen. I can toggle between Primary Line and Use Cellular Data Line. I assume that the Primary Line is the correct one to use.

yes, the "waiting for activation" is the issue. Turn RCS off for now, Reboot phone and try again
or reboot phone and try turning RCS again tomorrow

I have tried that and my MMS and SMS still can’t send to non iPhone users. Could this have something to do with my RCS Messaging? I have RCS turned on for both Primary and Cellular Data but each has a message below. “ waiting for activation”

first, make sure you old carrier sim card is removed, or disable your old carrier esim
then reboot phone, reset network settings. And make sure Settings -> Messages -> Send as SMS is turned on
if that still unable to work, you can try to disable that Send as SMS first. Wait 5 mins and reboot phone and the turn it back on
