I have an iPhone XS and my public mobile Sim card won’t work in the phone. It fits in the tray but won’t read my Sim card works fine in my other iPhone.

@kyleabbott31   did it show you any error message asking for  PUK or saying unsupported sim? or check iPhone's About->Carrier Lock to see if it showing"SIM locked" If so, then yes, it could be a carrier lock issue. 

but if you don't see such message, I would still suggest you to check the devicecheck site first to confirm

do you have an other active sim card to test?

A friend of mine gave me the phone it’s suck in sos and apple tells me to call my phone carrier

Make sure your phone is not locked to another carrier. 

If it's unlocked try doing a factory reset.

@kyleabbott31 does it show not connected to PM Neteork at all?  do you have an other active sim card to test?

also, where you got the phone from?  from a trusted source or via private sell?  for peace of mind, confirm if the phone is blacklisted here
