Your account passed the 90 days of grace period, starts when the status shows EXPIRED. Your account and phone number have been deleted from the system.
Your SIM card is also good for trash.
Sorry but you cannot recover your account or phone number.
You have to start again from scratch and subscribe to the BETA phase.

I would like to renew with a new # or the old starting Now
t register with a Password & i try to go on your site and you tell me i have the wrong password

To join the BETA phase, you must register here : http://publicmobile.ca/en/on/beta
You will be contacted by email within a few weeks. Once you receive your invitation code, you will be able to subscribe on Public Mobile and order a free of charge SIM card.
For now, there is no faster way to subscribe on Public Mobile. They are in BETA to make sure everything works perfectly before the official launch.

Public Mobile doesn't have anymore the 19$ plan. Many things have changed since Telus bought them.
When was your last payment ?
