The sim/phone should start working instantly considering everything goes well during the activation process.

If you are activating a new phone number, the phone should be working within 30 minutes up to one hour.  

If you are porting a number from another provider, the phone should be ported within few hours if the other line is mobile line.  If landline or VOIP port, it can take several days.
