However that doesn't really help you at the moment. Assuming you have an Android phone try enabling RCS (Chat features) in your messaging app. RCS uses mobile or wifi data. This may help you overcome the issue of recieving the verification code otherwise you will need to get within cellular range to recieve the code.
Are you in Canada's North? I know Bell recently signed new partnership agreements to expand coverage and infrastructure with NorthSixtyUnity whose aquistion of NorthWestel will make them the largest Indigenous owned telecommunications provider globally. Telus and Bell have network sharing agreements so you will need to be within range of any cell tower in the North if enabling RCS does not work to recieve that one all important verification text.
Otherwise opting to wait for a physical Sim card sent "care of" a trusted friend or family member in cellular range who can put the Sim card in their phone when you activate and send you the verification code for account access and then send you the Sim card.
