eMail Self Serve account and port out / in

Does anyone know if you port out from Public Mobile and in future you want to open a new account/port back in, if you could reuse the same deactivated self-serve email?

Yes, you should be able to use the old PM email on your phone old account. 
But remember you will loss all the rewards you have collected during your time on PM and you will be automatically be on the Points Reward and you can’t go back on the Legacy Rewards.

What I'm saying is just my opinion and may not be fact. In theory this sounds right.

So if you port out, your account is then closed. However, to be safe, if you do port out, before you do, go into your subscription and turn off auto pay to be safe. I've heard people still getting charged after porting out. There's the part that is just my thought. I think you'd be good to start a new account with the same email after 90 days. I think they purge old account data every 90 days. Just my thoughts.

you can even use the same email address when you port back
