data over usage

My daughter's data is being used up at odd hours of the day, and seems to be used when she is not even using her phone. how do I make sure that her phone isn't using data when it can be using wifi. my other daughter hasn't even used any data and they started their plans at the same time.

Aside from public mobiles posting of data in 12 hour increments, as well as ensuring background apps and Wi-Fi assist are not running, there's also the possibility if there is a hotspot set on the device others could be using the data.

Check to make sure there is no hotspot enabled

Public Mobile's usage history for the account doesn't show the time of day that data is used.  It only summarized the total data usage twice a day in the more detailed results.

some phones do their "updates" at night.

Turn OFF data to apps that aren't used on a regular basis.
