Public Mobile is a prepaid service. You prepay for what you want. So if you purchase a 30 day plan, it's up to you how many days you wish to use. There is no refunds for prorated usage.

once you port away from Public Mobile, your account here is deactivated and there's no refunds or pro-rating.
