Because it wasnt activated I could not get a code sent to the phone so i opted for the code sent to my email which I did enter. But still get error XXX

Yes.
You should get a code sent to complete the activation to the Public Mobile device with the Sim in it.

Ticket created. I took the sim card out for now so I can make calls. Do I need to put the PM card back in for activation?

If you're using the public mobile app, @Jack1233Russell , and you have not got to the payment page, uninstall the app and reinstall and try again.
Failing that, contact support:
