cannot receive text from foreign banks

my phone( in Canada) cannot receive text from oversea(Hong Kong) banks

This information is very helpful and it raises they question why not, if this is the way international banks security systems work?

Please note that international shortcode text, like 2FA text from overseas banks, are not guaranteed., it is a hit or miss. Regular international text are ok but not shortcodes.  It might work on some providers sometime and experience show it might break eventually. 

Only Canadian shortcode texts found here are guaranteed and are supported by Canadian providers:

Also, if your just ported in your number, regular Canadian shortcode text might delay 3 to 7days.   Some banks  put the delay on purpose in case of sim fraud

Add: if you need to receive the security code, contact your bank to arranage alternate methods to receive the code, such as Authenticator app, security token, email, or voice calls
